Adaptive Cross Approximation (ACA) implementation.
MatrixACA provides the ACA algorithm for incrementally building a
low-rank approximation of a matrix. It stores the approximation in
factored form A ~ U * diag(alpha) * V and supports adding pivots
one at a time.
