Module runtime_adapter 

The new engine’s runtime registration: the preparation witness and the ingress contract.

The CUDA preparation logic lives here: the operation kinds, the specialization requirements an operation needs and the witness that reports them are the backend’s, and this module also supplies this engine’s context identity and an ingress that recognises this path’s storage.
