Compute column-major strides (Julia default: first index varies fastest).
Returns an inline StrideVec: the result does not allocate at rank
<= INLINE_RANK and spills above it.
§Panics
Panics when a stride or the element count of a non-empty shape does not
fit isize. A shape with a zero extent never panics.
